IV. Administrative Policies

I. Distribution of Literature Petitions, Surveys and Questionnaires

1. Distribution by Groups Affiliated/Not Affiliated with University

a. University Affiliated Distribution. Chartered student organizations, University departments and agencies may distribute literature, petitions, surveys, and questionnaires in the public areas on campus except in the following locations: classrooms and laboratories, dining areas, elevators, escalators, libraries, entrances and exits to buildings and other campus locations exempted by the Dean of Students. Chartered student organizations, University departments and agencies may distribute material from tables reserved through the University Center Reservations Office. All printed material must bear the name of the organization or department.

b. Non-University Affiliated Distribution. Organizations not affiliated with the University may only distribute literature, surveys, petitions, or questionnaires in the following locations: sidewalks adjacent to campus buildings, the Urban Life Center Plaza and the area beneath the Courtland Street viaduct. All printed material must bear the name of the individual or organization and may not solicit for donations, membership fees or sales.

2. Petitions, Surveys and Questionnaires
Petitions, surveys and questionnaires (or other items that require the interruption of pedestrian traffic) are limited to either a) reserved meeting spaces or b) the sidewalks adjacent to the campus buildings, the Urban Life Center plaza, the area beneath the Courtland Street viaduct and the area inside Kell Hall near the Peachtree Center Avenue entrance. Requests to distribute petitions, surveys and questionnaires must be made in advance to the Director of the Student/University Center and this activity may be limited by the Dean of Students to specific areas.

3. Disruption and Litter

a. Individuals distributing literature may not at any time disrupt pedestrian traffic, aggressively confront pedestrians or produce noise that would disrupt the normal operations of the University. Any individuals creating a disruption may be asked by the Dean of Students to cease distribution and leave campus.

b. Groups and individuals who distribute any materials on or adjacent to campus have a moral responsibility not to litter the campus.

4. Commercial Solicitation
Commercial sales must be cleared through the Office of the Vice President for Financial Affairs. All sales of materials, memberships, applications or other commercial enterprises must be conducted in compliance with the University Commercial Solicitation Agreement. This agreement is administered through the University-Student Center Office, Suite 360, 404-463-9115.

5. Commercial and Nonprofit Sales
In line with the policies of the Board of Regents, all commercial sales on the University campus must be cleared in advance through the Office of the Vice President for Financial Affairs. Temporary sales may be conducted through the University Commercial Solicitation Policy that is coordinated through the director of the University Center.
