"Transforming Ghana Into The Nation That Never Sleeps"


It is my pleasure to announce the formation of the National Salvation Congress (NASAC), which is an organization which consists of expatriate Ghanaian students and professionals around the globe who have access to electronic mail,and who also have the interest of the motherland at heart.

Objectives of the National Salvation Congress:

Dual-citizenship for interested Ghanaians.
Transform Ghana into an agricultural and industrial giant.
Raise the standard of living for all Ghanaians.
Ensure liberty and justice for all Ghanaians.
Empower Ghanaian women in politics.

NASAC believes that the Ghanaian society cannot compete with the industrialized countries for Ghana's best minds so the only alternative left, short of outlawing emigration,is to share with the industrialized nations the services of these hardworking expatriate Ghanaians.

NASAC hopes to harness the skills of these expatriate Ghanaians to develop our homeland of Ghana.NASAC also believes that a developed Ghana would stem the tide of emigration,and might even act as a magnet to attract some expatriate Ghanaians to return home for good.

NASAC, your technology party, firmly believes that advances in information technology has created a climate that is conducive to NASAC's implementation of the world's first long-distance and teledemocratic government,which is a novel form of governance that seeks to harness the skills of expatriate Ghanaians to transform Ghana into "a nation that never sleeps".

Under NASAC's vision of long-distance governance,each government ministry shall be run by a committee of 3 elected parliamentarians who will report to the expatriate NASAC chairperson of the committee in question. This form of governance will ensure that elected parliamentarians and, for that matter,the masses will have an input in the administration of the country.Besides,lawmakers will have the opportunity to practise what they preach.This kind of union governance wil increase efficiency,and reduce instances of corruption.Besides, it will help reduce friction between the legislative and executive branches of government.

NASAC will prevail upon its committee chairpersons to serve pro bono,so that they can have the moral authority to expose unscrupulous civil servants who attempt to amass wealth at the expense of the nation.

NASAC believes that all these aspirations can only flourish in a truly democratic climate,therefore,along with our commitment to empower women to actively participate in the political process,NASAC plans to select a woman as her Presidential Candidate for the AD 2000 elections.NASAC is of the opinion that women,by and large,are better suited to nurture democracy in Ghana,which can then be sustained by generations of politicians to come.

NASAC,your technology party,is going provide live telecast of parliamentary debates for both resident and expatriate Ghanaians. Debates in parliament shall be conducted in Ghanaian languages. Real-time translation of the debates into other Ghanaian languages shall be implemented.

NASAC shall conduct a world tour for all committee members prior to assumption of office so that they can see firsthand,some of the developments in other parts of the world.

Platform committees have been created by NASAC to develop a comprehensive
platform along the following lines:

  • Proposals
  • Implementation
  • How to Pay for Planned Projects

The Joint Economic Experts Group: shall consist of the chairpersons for NASAC Committees on Banking,Credit Financing,Trade,Finance,Economic Planning,Industrial Policy,Labour,Small Business Administration,Bureau of National Debt,Prices and Emoluments,and representatives from the TUC,UTAG,Houses of ChiefsGhana Bar Association and Council of Churches. The JEEP shall develop a balanced budget for each fiscal year.

The National Reserve Board(NRB): shall consist of the Governor of the Bank of Ghana and Chief Executive Officers (CEOs) of all Financial institutions in Ghana. The NRB shall set all monetary benchmarks and control inflation.

Committee on the Creation of States; shall examine the feasibility of creating States (Aman) to form a Federation of Ghanaian States. States(Aman) can be created based on existing regional structures,for example,the Central region can be called "Fanteman",Eastern region as "Okuapeman",Ashanti region as "Asanteman",Brong-Ahafo region as "Brong-Ahafoman",among others. Powers shall be given back to the States.Besides,we do not have to put all of our eggs into one basket (central government),so that Ghanaians can be free to seek employment in prosperous states(aman) in the Federation of Ghana.

Committee on Human Rights; shall investigate cases of human rights abuses.

Commitee on Social Welfare; shall create a Welfare State to help the poor people in our villages who actually produce the food and cash crops that sustain the country. NASAC shall,therefore , provide these farmers with some form of pension as obtained in the civil service and elsewhere in the corporate world. The Farmers' Security Trust Fund (FASTFUND) shall be established to implement this pension scheme.This pension scheme shall be funded with a portion of the difference between producer and market prices paid on cocoa and other cash crops.

Committee on Labour; shall introduce Unemployment Compensation Insurance Scheme to help retrenched workers,along with job placement and retraining services. Employers will be required to fund this

Committee on Energy;shall wean Ghana away from her dependency on imported oil by identifying alternative sources of energy,along with the development of energy conservation methods.

Committee on Credit Financing; shall deploy Credit and Charge Cards in the economy.

Committee on The Internet; shall wire the entire country to the rest of the world via The Internet to promote education,research,medicine, and commerce,among other endeavours.

Committee on Adult Computer Literacy; expose Ghanaians to computers at the workplace.

Committee on Native Computer Languages; shall port computer programs to Ghanaian Languages.

Government Services Administration (GSA); All government entities shall submit their purchase requisitions to the GSA,which will then make the purchase on behalf of the issuing department. The GSA shall also be the only agency empowered to award government contracts.These measures will, hopefully ,reduce duplication and corruption.

Committee on State Protocol;shall identify and persuade foreign companies to relocate to Ghana.

Bureau on Expatriate Ghanaian Affairs; shall educate the Ghanaian population at home about the contributions that expatriate Ghanaians make to the economy.This,hopefully, can reduce the level of resentment between resident and expatriate Ghanaians. This committe shall also solicit foreign scholarships for Ghanaian students.

Committee on Medicare and Medicaid;shall provide a subsidized health care delivery system.The poor will be taken care of under the Medicaid program,while the working class,retirees and their families will be taken care of under the Medicare program.

Government Accounting Board (GAB); shall be empowered to investigate cases of corruption and impropriety in the legislative,judicial and executive branches of government.

Committee on National Identification Project (NIP); shall provide Ghanaians with National Identification Cards to prelude the deployment of credit cards,welfare,farmers' and social security benefits in Ghana.

Contract Employment Review Board(CERB); NASAC shall propose that all employment in the public sector be on a contract basis.NASAC has therefore created the Contract Employment Review Board (CERB) to renew contracts for deserving workers on an annual basis.Public servants will no longer take their jobs for granted.


Committee on the Civil Service;shall incorporate the public service,except educational entities.Each department shall meet the salary requirements of their employees. The government shall pay only the benefits.As a result,Ghanaians shall pay for the services which,hitherto had been provided free of charge.However,NASAC promises to provide fast and efficient services on demand,thereby obviating the need to pay "bribes" to government employees.
Public departments shall be required to file their tariffs with the Public Services Commission for approval.
Committee on Public Service Commission; Approve tariffs submitted by government departments and public utility companies.
Committee on Ghana National Petroleum Authority (GHANAPA); Shall discover more oil deposits,and eliminate corruption in the oil industry.
Committee on Industrial Policy; transform Ghana into an industrial giant,and reduce our dependency on imports.
Committee on Information Technology; expose Ghana to advances in Information Technology.
Committee on Prices and Emoluments; consult TUC,traders,market women representatives and set prices of goods.This committee shall also recommend the removal of all colonial amenities that only a small segment of the population still enjoys.
Committee on National Security Council; identify and monitor our enemies from within and without.Create a Bureau for International Intelligence.
Committee on Defence; restructure the Armed Forces;create a National Reserve Force.
Committee on Economic Planning; develop sound micro- and macro economic policies.
Committee on Agriculture; transform Ghana into a net food exporter.
Committee on Small Business Administration; assist Ghanaians to establish small business entities.
Committee on Bureau of National Debt; manage both our external and internal debts.
Committee on Arts and Culture; encourage creativity in the arts,and deploy Ghanaian culture in Ghanaian lives .
Committee on Foreign Relations; improve our relationship with the rest of the world.
Committee on Education; shall take education back to the pre-1980 era.
Committee on Transportation; improve mass transit,railways,and maritime and lake transport,along with the introduction of subways.
Committee on Parastatals; shall transform all parastatals into profitable entities.
Committee on Fee-Free Compulsory Education; provide free-education for all Ghanaians at the pre-university level.
Committee on the Environment; Ensure a cleaner environment,and build recycling plants.
Committee on Ghana Public Library; establish and maintain libraries in every village,town and city.
Committee on Finance; ensure that our expenditure does not exceed our revenue.
Committee on Trade; ensure a favourable balance of trade with the rest of the world.
Committee on Sports; improve Ghana's competitiveness in world sports.
Committee on Fisheries; establish fish ponds in every village,town and city,along with the provision of refrigeration facilities.Assist fishermen to increase fish supply.
Committee on Science; improve basic science education,especially at the pre-university level.
Committee on Technology; implement basic research findings to technologize Ghana; Upgrade Kwabenya into a City of Science and Technology (COST) where our scientist would undertake serious scientific research.
Committee on Power; total electrification of all villages,towns and cities.
Committee on Ghana Postal Service; transform the Ghana Postal Service into an efficient and profitable entity.
Committee on Commerce; Create a favourable business climate for both Ghanaian and foreign business entities.
Committee on Community Development; encourage self-help projects in all villages,towns and cities.
Committee on Non-Governmental Organizations; ensure the viability of non-governmental organizations.
Committee on Telecommunications; modernize telecommunications system in Ghana.Replace analog telephone system with Integrated Services Digital Network (ISDN).
Committee on Banking; reform and automate the banking system.
Committee on Natural Resources; manage our mineral resources with efficiency.
Committee on Rural Housing; build suitable and affordable houses in rural areas.
Committee on Urban Housing; build suitable and affordable houses in urban areas.
Committee on Engineering; serve as clearing house for all public sector engineering projects.
Committee on Health; provide a world-class and subsidized health care delivery system.
Committee on Rural Works; undertake government installations,road and drainage construction projects in the rural areas.
Committee on Urban Works; undertake government installations,road and drainage construction projects in the urban areas.
Committee on Justice; ensure accurate interpretation of the laws of the Land.
Committee on Tourism; transform Ghana into a tourist paradise.
Committee on Parks and Gardens; establish more parks and gardens.
Committee on Internal Affairs; protect both Ghanaian and foreign nationals living within Ghana's territorial borders.
Committee on Water Resources; provide every village,town and city with good drinking water.
Chief of Staff,Castle,Osu; serve as the administrative head at the seat of government.
Committee on the Interior; Implement reafforestation to reclaim denuded farm lands.Protect endangered species.
NASAC shall recognize the following bodies as equal partners ,and has therefore appointed permanent representatives to these bodies: Labour@Trade Union Congress Justice@Ghana Bar Association Education@University Teachers' Association of Ghana Ecclesiastical@Council of Churches Chieftaincy@Houses of Chiefs
