The RSF was founded by H. Smith Richardson and his wife in 1935. Mr. Richardson created a fortune by expanding his company, the Vicks Chemical Company. The company which was started by H. Smith Richardson’s father was later sold to the Proctor and Gamble Corporation.
The RSF is not funded by donations from outside sources. Instead, the money is essentially the a portion of dividends and other equities from stocks, an properties held by the foundation.

Their freaking headquarters building is in the shape of the Christian “ichthys” or fish symbol! (I know that that is not true evidence of their promoting an agenda, but one can’t help but raise an eyebrow!)

In addition to the RSF, top donors include the ExxonMobil Foundation, the Johnson and Johnson Foundation, Donald Rumsfeld, The Starr Foundation, VimpelCom, The Alfa Group, Merck and Pfizer who all were included in the President’s Circle, in addition to being cited for giving at least $50,000.
Frank C. Carlucci, Chairman Emeritus of the Carlyle Group is currently on the Board of Trustees. (George H. W. Bush was a former senior advisor for the Carlyle Group)
