Submitted his resignation on 2 January 2005, the day before he was to be interpellated in parliament by three Salafi deputies. He initially
offended the Islamists by allowing a musical performance in Kuwait in 2004. He then agreed not to allow such events, alienating liberals. He
also overruled a judicial decision concerning the company that held the license to publish the daily newspaper al-Rai al-Am. This decision in
particular caused a loss of support among those otherwise sympathetic to him in parliament (al-Taleea, 5 January 2005). Finally, it was also
feared that his interpellation would exacerbate sectarian tensions in Kuwait, as he was the single Shi'i member of the cabinet.
Served as the
Kuwaiti delegate to the United Nations during the Iraqi invasion and afterward, earning widespread respect for his efforts.
