His appointment in 2005 was greeted with an immediate threat of interpellation by the Popular Bloc (al-Rai al-Am 6 April 2005)

The Popular Bloc dropped their objections to his continuation in his post in the March 2007 government, though Dayfallah Buramiya continued to threaten an interpellation (al-Watan 26 March 2007).

In the major cabinet reshuffle of October 2007 he was moved from Finance to Oil. He had been threatened with interpellation by the parliament, and this transfer made it impossible to interpellate him for his actions as minister of finance. This was not the first time that the government had used a transfer to avoid an interpellation but this time blocs in the parliament called the transfer unconstitutional and threatened to interpellate the prime minister himself.
