His appointment was initially criticized by Islamists, who saw him as a liberal. (Elaph, 12 May 2006). Resigned on 17 December 2006, the day before the parliament was scheduled to interpellate him. He faced the united opposition of the three main blocs in parliament (the Islamists, the liberals, and the Kutla al-Shabiya). He was unpopular for several reasons: 1) He replaced, in the previous government, a minister who resigned in order to protest the government's refusal to reform, 2) he tried to shut down independent satellite TV stations broadcasting into Kuwait during the June election campaign, 3) he was one of three ministers who the opposition specifically requested not be returned to the government after the elections (the other two, Ahmad al-Fahd and Muhammad Dayfallah Sharar did not return).
