June 19 2004 vote on whether or not to send the a redistricting proposal back to committee until the next session. A vote to send it back to committee was seen as a vote for the existing 25 district electoral system. A vote against was a vote to change the system. Those who abstained also supported changing the system. The proposed law would have reduced the number of districts from 25 to 10.
