Some deputies of the 2003 parliament signed a demand submitted to the government in mid-February 2004 for the formation of a parliamentary committee to investigate the Halliburton contract for the distribution of Kuwaiti oil in post-invasion Iraq. The brother of the minister of energy (a shaykh) is said to be a partner in the company that sold the oil to Halliburton. Generally speaking, pro-government deputies did not sign.
