Writing Assignment 2

Controversy: Should European Union/NATO membership be extended to states in eastern and central Europe?

Assignment: Early in the semester you selected two European countries to use as empirical cases in two writing assignments. In an essay of approximately 1250 words (double-spaced, typed) compare your two assigned countries' respective positions vis-à-vis the question of either European Union enlargement or NATO enlargement.

If one or more of your countries is already a member of the EU (or NATO if you choose to analyze expansion in this organization), try to answer the following questions:

a. Is the incumbent government in favor of extending membership to one or more countries? If so, why? To which countries? How soon? Do the governments stipulate conditions that must be resolved before further integration? If the incumbent governments do not support enlargement, why not?

b. Are there powerful opposition groups (inside or outside parliament) aligned against enlargement?

c. What do "the people" say? In other words, do public opinion polls suggest that the mass publics in these two countries are in favor of...or in opposition to...eastward expansion? Are the people and the government in agreement on policy?

If one or more of your countries is not currently a member of the EU (or NATO if you choose to analyze expansion in this organization), try to answer the following questions:

a. Is the incumbent government in favor of joining the EU (or NATO)? If so, why? How soon? If the incumbent governments does not support accession, why not?

b. Are there powerful opposition groups (inside or outside parliament) aligned against enlargement?

c. What do "the people" say? In other words, do public opinion polls suggest that the mass publics in these two countries are in favor of...or in opposition to...membership? Are the people and the government in agreement on policy?
