USAID is an independent federal government agency that receives overall foreign policy guidance from the Secretary of State.

Higher Education for Development (HED)
HED coordinates the efforts of the nation’s six major higher education associations to build their partnership with the U.S. Agency for International Development (USAID) and help their higher education member institutions plan and implement development programs with colleges and universities abroad. HED provides funding for innovative partnerships between U.S. colleges and universities and institutions of higher learning in developing nations.

ED was created in 1980 by combining offices from several federal agencies. Its original directive remains its mission today — to ensure equal access to education and to promote educational excellence throughout the nation.

Office of Postsecondary Education
The Office of Postsecondary Education (OPE) formulates federal postsecondary education policy and administers programs that address critical national needs in support of our mission to increase access to quality postsecondary education.

Higher Education Act, Title VI: International Education Programs

American Overseas Research Centers
These centers provide grants to consortia of higher education institutions to establish or operate overseas research centers that promote postgraduate research, exchanges, and area studies.

Business and International Education
This program provides grants to higher education institutions that enter into an agreement with a trade association, business, or both to improve the teaching of the business curriculum and conduct outreach activities that expand the capacity of the business community to engage in international economic activities.

Centers for International Business Education
These centers provide grants to business schools for curriculum development, research, and training on issues of importance to U.S. trade and competitiveness.

Foreign Language and Area Studies Fellowships
This program provides academic year and summer fellowships to institutions of higher education to assist graduate students in foreign language and either area or international studies.

Institute for International Public Policy
The institute provides a single grant to assist a consortium of colleges and universities to establish an institute designed to increase the representation of minorities in international service, including private international voluntary organizations and the United States Foreign Service.

International Research and Studies
This program provides grants to individuals, higher education institutions, and public and private agencies and organizations. The grants may be used for materials development and to conduct research, surveys, studies, and evaluations in modern foreign languages, area studies, or other international fields.

Language Resource Centers
These centers provide grants to higher education institutions or consortia of higher education institutions for the purpose of establishing, strengthening, and operating a small number of national language resources and training centers to improve effectiveness of teaching and learning foreign languages.

National Resource Centers
These centers provide grants to higher education institutions or consortia of higher education institutions to establish, strengthen, and operate comprehensive and undergraduate language and area/international study centers to serve as national resources.

Technological Innovation and Cooperation for Foreign Information Access
This program provides grants to higher education institutions and public or nonprofit libraries to develop innovative techniques or programs using new electronic technologies to collect information from foreign sources. The grants may be used to access, collect, organize, preserve, and widely disseminate information on world regions and countries other than the United States that address U.S. teaching and research needs in international education and foreign languages.

Undergraduate International Studies and Foreign Language
This program provides grants to higher education institutions, consortia of such institutions, or partnerships between nonprofit educational organizations and higher education institutions. The grants may be used to plan, develop, and carry out programs to strengthen and improve undergraduate instruction in international studies and foreign languages.

U S Department of Education - International Affairs Office
IAO is located in the Office of the Secretary (OS) and is responsible for the overall coordination of the Department of Education's international presence.


Higher Education Programs (HEP)

Fulbright-Hays Program

Faculty Research Abroad
This program provides grants to higher education institutions to fund faculty to maintain and improve their studies and language skills by conducting research abroad for periods of three to 12 months.

Group Projects Abroad
This program provides grants for overseas projects in training, research, and curriculum development in modern foreign languages and area studies by teachers, students, and faculty engaged in a common endeavor. Projects may include short-term seminars, curriculum development, group research or study, or advanced intensive language programs.

Seminars Abroad Program and Special Bilateral Projects
This program provides opportunities for U.S. educators in the social sciences and humanities to participate in short-term study and travel seminars abroad to improve their understanding and knowledge of other cultures. The project sponsors approximately seven to 10 seminars with 14 to 16 participants in each seminar annually. Seminars are four to six weeks in duration.

This program provides opportunities for U.S. educators in the social sciences and humanities to participate in short-term study and travel seminars abroad to improve their understanding and knowledge of other cultures. Doctoral Dissertation Research Abroad
This program provides grants to colleges and universities to fund individual doctoral students who conduct research in other countries, in modern foreign languages and area studies for periods of six to 12 months.


Fund for the Improvement of Postsecondary Education(FIPSE)

European Union-United States Atlantic Program
Funded in cooperation with the European Commission’s Directorate General for Education and Culture, this program provides grants for up to four years to add a European Community–United States dimension to international curriculum development and student exchange.

Program for North American Mobility in Higher Education
Run cooperatively with the governments of the United States, Mexico, and Canada, this program funds the development and maintenance of consortia for up to four years in support of a student-centered, North American dimension to education and training in a range of disciplines that complement existing forms of bilateral and trilateral exchange programs.

U.S.-Brazil Higher Education Consortia Program
A grant competition run cooperatively with the Ministry of Education in Brazil, this program funds collaborative consortia of at least two higher education institutions from each country for up to four years.

U.S.-Russia Program: Improving Research and Educational Activities in Higher Education
This program provides grants to promote partnerships that contribute to the development and promotion of educational opportunities between Russian and American higher education institutions.

In addition to these special focus programs, FIPSE funds international projects through its Comprehensive Program. FIPSE welcomes proposals for projects that seek novel strategies for establishing an international dimension of issues related to all aspects of postsecondary education, including foreign-language acquisition, the social sciences, health sciences, and information technology.

United States Department of State

Bureau of Education and Cultural Affairs- Grants Division
The mission of the Grants Division (ECA-IIP/EX/G) is to effectively plan, direct, and execute by grant or cooperative agreement, or other appropriate means, assistance instruments for the Department's educational and cultural exchange programs.

Fulbright Programs

Fulbright Distinguished Chairs Program
This program awards approximately 40 distinguished lecturing, research, and lecturing/research appointments annually that range from three to 12 months.

Fulbright European Union Scholar-in-Residence Program
This program brings visiting scholars and professionals from the European Union to lecture at U.S. higher education institutions in order to strengthen expertise in European Union affairs.

Fulbright Foreign Language Teaching Assistant (FLTA) Program
The FLTA program provides scholarships for young educators of English as a Foreign Language to study at U.S. colleges and universities. The program aims to refine their teaching skills and broaden their knowledge of American cultures and customs.

Fulbright International Education Administrators Program
This program offers annual seminars in Japan, Korea, and Germany designed to introduce participants to the society, culture, and higher education systems in these countries. The seminars include campus visits, meetings with foreign colleagues and government officials, attendance at cultural events, and briefings on education.

Fulbright New Century Scholars Program
This program brings together approximately 30 outstanding research scholars and professionals from the United States and abroad for a yearlong engagement in a collaborative, multidisciplinary examination of a topic of universal concern.

Fulbright Scholar-in-Residence Program
This program brings visiting scholars and professionals from abroad to lecture at U.S. colleges and universities for one semester or one academic year.

Fulbright Specialists Program
The specialists program awards grants for up to six weeks for scholars and professionals to collaborate with counterparts at foreign higher education institutions on curriculum and faculty development, institutional assessment and planning, and a variety of other activities.

Fulbright Teacher Exchange Program
This program provides exchange opportunities for qualified educators to teach in other countries for up to one academic year; and offers non-simultaneous work-shadowing partner assignments for up to six weeks for education administrators.

Fulbright Visiting Specialists Program: Direct Access to the Muslim World
This program provides opportunities for U.S. higher educational institutions to host specialists from the Muslim world for short-term programs of intensive lecturing and public outreach.

U.S. Fulbright Scholar Program
This program sends approximately 1,100 scholars and professionals each year to more than 130 countries to lecture or conduct research, and is run by the Council for International Exchange of Scholars (CIES).

Visiting Fulbright Scholar Programs
These programs award grants to nearly 800 foreign scholars annually to research or lecture in the United States for up to one academic year.

Educational Partnerships Program
Funded by the U.S. Department of State, this program grants awards to U.S. colleges and universities to support partnerships with educational institutions overseas.

Hubert H. Humphrey Fellowship Program
This program brings mid-career professionals to the United States from designated developing nations. The fellows are placed at selected U.S. universities offering specially designed programs of study and training.

National Science Foundation's Office of International Science and Engineering

Cyberinfrastructure Training,Education,Advancement, and Mentoring for Our 21st Century Workforce (CI-TEAM)
CI-TEAM supports projects that position the national science and engineering community to engage in integrated research and education activities promoting, leveraging, and utilizing cyberinfrastructure systems, tools, and services.

International Research and Education: Planning Visits and Workshops
This program awards grants to support the early phases of developing and coordinating a research and education activity with a foreign partner(s). These opportunities are available for undergraduate students, graduate students, and postdoctoral fellows.

Pan-American Advanced Studies Institutes Program (PASI)
Supported jointly by the Department of Energy and the National Science Foundation, this program offers short courses ranging in length from 10 days to one month at the advanced graduate and postdoctoral level. Its aim is to disseminate advanced scientific and engineering knowledge and stimulate training and cooperation among researchers of the Americas.

Partnerships for International Research and Education (PIRE)
PIRE enables U.S. higher education institutions to establish collaborative relationships with international groups or institutions in order to engender new knowledge and discoveries at the frontier and promote the development of a globally engaged, U.S. scientific and engineering workforce.

International Development Agencies

World Bank
The World Bank offers an array of instruments including loans and grants to finance poverty-reduction and economic development efforts around the world. The Bank has two types of lending instruments: Investment Loans
finance goods, works, and services in support of economic and social development projects in a broad range of sectors. They typically run for five to 10 years. Development Policy Loans provide quick-disbursing external financing to support policy and institutional reforms. They typically run for one to three years.

United Nations Grant Program for Libraries

Aga Khan Foundation
Its mission is to develop and promote creative solutions to problems that impede social development, primarily in Asia and East Africa.

DANIDA
Danish International Development Agency (DANIDA), is a Danish organization inside the Ministry of Foreign Affairs of Denmark, setup to provide humanitarian help and assistance in developing countries.
