International Program Development International Program Development (IPD) support and assistance from OIA helps departments and colleges significantly expand their international activities by providing program development services to university faculty and academic units who wish to pursue funded international projects. IPD establishes and maintains contacts with public and private funding sources and advises academic units regarding the viability and competitiveness of potential international funding opportunities. In the interest of developing highly competitive proposals, IPD leads project development teams on needs assessment and data gathering visits to target countries. The unit assists with all aspects of proposal development including project design, drafting and editing proposals, developing project budgets, preparing implementation and work plans, and developing monitoring and evaluation plans. IPD has provided assistance to negotiate best and final offers with potential contractors or grantors, and can provide assistance to manage all aspects of program implementation including program start-up, operation and closeout. Successful efforts supported by IPD have resulted in nearly $10 million in external grants, contracts and cooperative agreements and have helped secure funding in areas as diverse as strengthening small business and entrepreneurship training and capacity at a university in South Africa, technical assistance to the tourism sector in Ghana and distance education programs in e-commerce and marketing at Alexandria Institute of Technology in Egypt.
