MISSION STATEMENT

The mission of Business Services is to provide advice and support to the University community in the procurement of goods and services to promote the efficient and effective use of financial resources in compliance with applicable laws and regulations. Business Services acquires and distributes materials and supplies and ensures that University property is disposed of in compliance with applicable regulations.

We are governed by the Code of Ethics for all State employees as set forth in Official Code of Georgia 45-10-1.

There is established for and within the state and for and in all governments therein a code of ethics for government service which shall read as follows:

CODE OF ETHICS FOR GOVERNMENT SERVICE

Any person in government service should:

I. Put loyalty to the highest moral principles and to country above loyalty to persons, party, or government department.

II. Uphold the Constitution, laws, and legal regulations of the United States and the State of Georgia and of all governments therein and never be a party to their evasion.

III. Give a full day's labor for a full day's pay and give to the performance of his duties his earnest effort and best thought.

IV. Seek to find and employ more efficient and economical ways of getting tasks accomplished.

V. Never discriminate unfairly by the dispensing of special favors or privileges to anyone, whether for remuneration or not, and never accept, for himself or his family, favors or benefits under circumstances which might be construed by reasonable persons as influencing the performance of his governmental duties.

VI. Make no private promises of any kind binding upon the duties of office, since a government employee has no private word which can be binding on public duty.

VII. Engage in no business with the government, either directly or indirectly, which is inconsistent with the conscientious performance of his governmental duties.

VIII. Never use any information coming to him confidentially in the performance of governmental duties as a means for making private profit.

IX. Expose corruption wherever discovered.

X. Uphold these principles, ever conscious that public office is a public trust.

Georgia State University Purchasing is a member of the National Association of Educational Buyers (NAEB) and adheres to the Code of Ethics as published by the NAEB.  This code is listed below.  We encourage you to review the code and to help us maintain these high standards.

1. Give first consideration to the objectives and policies of my institution.
   
   
2. Strive to obtain the maximum value for each dollar of expenditure.
   
   
3. Decline personal gifts or gratuities.
   
   
4. Grant all competitive suppliers equal consideration insofar as state or federal statute and institutional policy permit.
   
   
5. Conduct business with potential and current suppliers in an atmosphere of good faith, devoid of intentional misrepresentation.
   
   
6. Demand honesty in sales representation whether offered through the medium of a verbal or written statement, and advertisement, or a sample of the product.
   
   
7. Receive consent of originator of proprietary ideas and designs before using them for competitive purchasing purposes.
   
   
8. Make every reasonable effort to negotiate an equitable and mutually agreeable settlement of any controversy with a supplier; and/or be willing to submit any major controversies to arbitration or other third party review, insofar as the established policies of my institution permit.
   
   
9. Accord a prompt and courteous reception insofar as conditions permit to all who call on legitimate business missions.
   
   
10. Cooperate with trade, industrial and professional associations, and with governmental and private agencies for the purposes of promoting and developing sound business methods.
    
    
11. Foster fair, ethical and legal trade practices.
    
    
12. Counsel and cooperate with National Association of Educational Buyers (NAEB) members and promote the spirit of unity and a keen interest in professional growth among them.
