The meeting was called to order by Rose Murner at 10:25AM and she called for approval of the minutes from October 2005.  Corrections were made to attendance and address.  Motion was made and seconded to accept the minutes with changes. 

 

USGSC Budget Report:   Dues from units have been received.  Current balance is $1944.35 – there were no requests for scholarship for the October conference.

 

USGSC Scholarship Recommendation:  A recommendation was made at the October meeting to fund a scholarship to be used for staff to go back to school.  It could pay for books or fees for professional development.  After discussion of several options, it was suggested that the fund be used to send representatives to the Board of Regents meeting.  A motion was made and seconded for the USGSC to financially support sending two representatives to each open Board of Regents Meeting.

 

Peach Kids:  Peachcare is a federally funded program and State employees are not eligible for it.  Lt. Gov. Mark Taylor, a candidate for Governor has proposed a new program to make affordable insurance available for everyone.  Questions were asked about the whether State employees would be eligible for this program.  Members recommended letting constituents know about the proposal.  It was also recommended that USGSC ask Board of Regents for graduated costs to insurance benefits so that lower incomes could better afford expense.  A suggestion was made to invite a BOR representative to attend the June meeting to answer questions.

 

Shared Leave:  A few units already have Shared Leave programs in place.  In January Clayton State started their Shared Leave program.  Columbus State reported they were going to start their program in April or May.  Valdosta reported that their initiative was turned down.

 

Letter concerning Flu Shots:  Rose send a letter concerning flu shots to Bill Wallace.  So far there has been no response.  The letter is attached.

 

USGSC Appreciation:  Rose recognized Margot Peter and Sheila Bradley for their role in USGSC.  Both are retiring.

 

Campus Report:

Gainesville State College:  Worked on and presented their Shared Leave Program.  It is good to go

 

West GA:  Recently changed mascot.  They sponsored a program to gather donated clothes for needy families.  They had 300 acres donated for new stadium.

 

Columbus State University:  We recently reviewed the Shared Leave program and expect to launch it by May.  Staff Council hosted a new employee welcome for 24 new staff members.  Recently broke ground on a new parking garage for students.

 

Clayton State:  They have their sick leave program in place.  Their community outreach project items for a shelter.  They sponsored a quarterly staff appreciation with a speaker.

 

Medical College of Georgia:  They are new to staff council and held elections in October.  Their first issues are shared leave, parking and campus smoking policy.

 

Southern Polytechnic:  They are working on a paper to get time off to exercise.  They are looking forward to hosting the 2007 Conference.

 

Georgia State University:  They are working on Shared Leave policy and an initiative to work at home.

 

University of Georgia:  They are drafting a proposal to standardize flex time policy and to have supervisors who don’t recommend raises write a letter to explain why employees with good evaluations did not get raise.

 

Darton College:  They are working on a sick leave policy to include grandparents.  They are getting ready for their online auction.  This is a major fundraiser in its third year.

 

There being no further business, Rose adjourned the meeting at 12:05PM.  The next meeting will be in Macon in June.

Mr. Wallace:

 

Now that flu season is upon us again many University System employees will be visiting their doctor’s office for the dreaded flu shot.  In doing this, they will be exposed to a variety of illnesses other than the flu.

 

At its October conference in Athens, the USG Staff Council decided to pursue changes to health benefits plans that would allow USG employees to obtain a flu shot at other locations besides a doctor’s office.  In PPO/PPO Choice Health Benefits Plan document, it state “Wellness care/preventative healthcare services provided by a Campus Health Center, County Health Department, or a Wellness Fair, are not covered by the wellness benefit.”

 

Based on the amount of time it normally takes to visit a doctor’s office, could it not take less time away from work to get this done at other facilities such as County Health Department or Campus Health Center and it still be covered by insurance?  Or if we could get this done at a drug store and still be covered by our insurances, this could be done over a weekend.
